jc penney had good quality and bargains too. If you’re REALLY low budget try resale consignment shops. You can find quality designer products on a tight budget. I also would browse ebay too if you know specific sizes, measurements, and styles to look for. You have to be careful, take your time, but I’ve found dozens of terrific bargains that way if you don’t mind second hand goods.
